車齢約30年に達していた3000系初期車両を置き換えるために、2007年より製造されました。前面は両開きのプラグ式外扉が廃止され、貫通扉と幌が剥き出しとなりました。車内は従来車をベースとしていますが、各所に改良が加えられています。
