我が国は先の大戦で連合国側で参戦し、伊、独、ソ連のユーラシア枢軸を打倒して、「北樺幌」を戦後割譲された。当地は戦争のため荒廃して、港便でしか外地と接続できず、陸の孤島となってる。油田が存在しているため雇用に事欠かないものの、港付近の呑み屋しか気晴らしがない。是非とも当地を魅力的な街にしてほしい。 シナリオに登場する「伝説の男」について、アラビア太郎や満洲太郎や山師太郎とあだ名された実業家の山下太郎氏をイメージしてます。 先の大戦で日本がソ連に勝利して、 かの山下氏が中東ではなく北樺太のオハ油田を開発していたら…というIFシナリオです。
