有楽町線との相互直通運転用車両として、1992年6月1日から営業運転を開始。10両編成25本が製造され、1995年度までは東急車輛製のステンレス車体、1996年度からは日立製作所製のアルミニウム車体となる。本系列は今後の西武鉄道の標準車両と位置づけられ、「旅客サービス向上」「省エネルギー化」「メンテナンスフリー化」などをコンセプトに設計された。
