As of the Tyrannosaurus update, this is not longer needed. I am keeping this up here for posterity but if you have 'No Colonizer' mode active, then there's no reason for this mod. Makes Colonizers extremely expensive to the point of impossible to build. Expansion is only possible through conquest...
