Adds a weaker version of Chain Lightning to be used with weapon attacks. Available at SLevel 2 for Eldritch Knights, Druids and Rangers. Also adds a weaker version of Chain Lightning that can be cast at SL2 for Sorcs, Druids and Wizards.
