1922年落成的外滩28号由英商「格林邮船公司」所建。 建筑为古典主义风格，水刷石饰面。基座饰面采用大块花岗石砌筑而成，入口2根爱奥尼克立柱，中部及上部采用平拱门窗，顶部退台呈塔状造型。 1945—1950年外滩28号曾为「美国总领馆」驻地，此后「上海人民广播电台」、「上海市文化局」等先后入驻。改造竣工后，现为「上海清算所」。
