This is Pavlov port of Outset Island from Zelda Wind Waker. The Island was ripped by Lexou. King of Red Lions was ripped by Mystie. Every other asset was ripped from a HL:DM map by DUSK_D, who ripped it from Litronom in a TF2 map of Outset Island.
