贵为天子应当可以随时调整国家行政规划。 1、增加决议和事件，作为天子可以调整王国或是持有的公国的法理。割据势力也可以调整王国级头衔（实际没有限制必须是天朝） 2、可创建直隶公国和王国头衔方便放直辖领。避免关内道、河南道不能交给官员的尴尬。还可调整持有公国的法理。也可以进一步设置直隶帝国，把整个帝国头衔都分封出去。（按理说这人要是反了就不好收拾） 溥天之下完全就是个半成品，逼得我第一次写Mod，暂时只做了中文。 First-time modder.
