为中华皇帝提供迁都决议 迁都需要花费3000国库，随后会获得500威望，新都会获得5年的增益buff（+10%税收，30%发展度增长） 另外新都也会成为中华霸权的法理首都。 目前可迁都北京，西安，洛阳，安阳，开封，南京，杭州（睹一睹古都的风采~） 迁都以后可为新都改名。 由于改名选项使用了中文硬编码，所以使用其他语言改名后看到的应该也会是中文。
