似乎当前的天朝时局的触发器有各种bug，比如修了加强首都还是会被天灾瘟疫加进度，在盛世有人祈愿推向盛世假的是时局禁止进度条之类的。本mod为天子加入了一个调试决议，效果和天子/朋党的加减时局进度75点的那个完全一致，但是只有天子能点，并且没有冷却，想要多少时局进度自己调就行了。
