原版行政制存在一个很严重的问题，越小的官被剥削的越严重，收入全部给了中央，自己的地盘根本发展不起来，发工资的时候又领个九牛一毛。本MOD让钱更多的存在地方库存，即便是个县令也能盖得起建筑。 本MOD主要针对天朝制，其它行政制只有部分适用。 1.可随意更改国库分配无好感度和正统惩罚，保留了低军费下军队攻防debuff。 2.所有人国库转换率都是90%，也就是说地方收入的90%会转换为本地国库，10%上交中央，原版的一个男爵只能保留15%到本地，月收入几乎为零。 3.去掉了领主贪封臣的1%。 4.大幅缩小不同官职不同品级工资差距，一碗水端平
