使天朝非军制封臣最大直辖为1 *此外也将无好感度惩罚公爵领上限设置为1，以防止国王封臣自己持有两个公爵头衔 迫使封臣分封，杜绝排大队没官做，杜绝公爵国王封臣自行其是把底下人罢官了（md，不把我吏部看在眼里？） 注意：此举变相削弱了低君权下的天朝，层层盘剥下皇帝也没几个子。但是高君权下可达到100%上缴赋税因而不受影响。
