机制，纯粹的机制，把所有文化机制和信仰机制全部整合为一个文化传统，一个教义,可以通过决议添加或移除。负面机制和我觉得是负面体验的机制没加进去。 防止npc融合文化偷走机制，加了个决议，只要父文化有文化机制这个传统，就会点决议移除。 信仰机制没啥办法不让npc用，不过信仰机制不算太强，真强还是得和文化机制配合走神殿流
