降低了及其不合理的行政制额外军士维护费，原版游戏中行政制全体角色都要承担50%的额外军士维护费，行政制独立统治者还要再加150%，同时行政制招募兵士的价格是其他政体正常情况下的2倍 此mod将上述维护费惩罚分别降低至2.5%以及7.5%（头衔兵制度确实很强，并不打算完全取消此削弱），并且移除了招募兵士的额外花费，现在行政制角色招募私兵的价格与其他政体一致 注意：头衔兵招募价格是依旧是私兵的两倍，这是游戏基础机制，无法修改
