把行政制的额外维护费删了，并且把行政制的军团数量和军团规模改成了+1和+2。同时加强了一下行政制庄园，略微提高了收益，同时让庄园增加的军团数量最多可达11（加上行政制霸主本身最高12军团数量，使得最大军团数量达到了23，和天朝极限相同）。 在风味化方面，普通行政制霸权下的行政制帝国级别的封臣头衔叫管区、代理官和女代理官（引用的罗马风味头衔），普通行政制王国级别封臣头衔叫大区、总长和女总长（修改了原本的总督区和总督，因为公国级的也叫总督）。而除了特殊头衔、制度（天朝制的依旧叫皇帝）及文化之外的霸主，现在改叫大帝和女帝。还修复了原本男性行政制帝国级和王国级封臣的女性配偶分别叫女皇和女王的问题...
