自用 将原版建立新王国、新帝国和加强血脉决议限制给删除掉了，人人有皇当！ 加了个封建制也可以使用的变更制度决议，因为变更制度用得时同一段代码，没搞懂怎么p社怎么判断变成氏族制，所以封建制想要变成氏族制得先假意改信伊斯兰教(笑)！变更制度决议有独立限制，必须独立才会显示出来。 新建了一个从狄奥多西城墙复制过来的新大学，多给它加了驻扎兵士攻防100%和减该公国100%建筑时间，并且新大学是可以正常上大学，再也不用满世界找大学辣！可以在公国首都花费100块建造。100块钱都没有的帝国亡了算了。 因为上大学是需要改大学触发器的，所以以后p社更新新的独特大学可能会让mod冲突，可能会不能到新的独特...
