Fixed the bug Administartive Noble Famlies recieve salary even though the leader is not a gonvernor. Instead, the count level governors now have their fair payment. 修复非总督的行政制世族可以领取俸禄的错误。取而代之的是伯爵级行政制总督（分区长）现在可以领到薪水了。
