1.加了一个决议：改制行省 2.把大的省份先放出来，按需求把西康、麓川设立，因为如果封臣的封臣数量太多会有严重的debuff，税收不上来。 3.有些省份边界不太准确，需要对OE头衔修改，通用性太差，所以还是以OE头衔为主。 决议效果只是更改了法理，因为能力不足，并未处理封臣头衔
