Do you not like NOT = { has_raised_armies = yes } ? Well then this is the mod for you; it removes the line from 00_war.txt. Make sure this mod overwrites any other mod with 00_war.txt - compatibility not guaranteed. If you're using Pervasive Crown Authority use my other mod instead
