Dota but stats increase on dealing damage

Every time you deal damage to a hero, your stat bonuses grow by 1 % (multiplicative). All damage counts, so long as it's dealt by a hero to a hero, except self damage. The effect can only happen once per second (or else Ion Shell and the like becomes absurd).
