为所有国家添加一个 “加强中央集权” 决议，允许玩家付出一定代价来强化自己的国家。（土著，部落，和殖民领除外） AI 不能使用这个决议。 效果： 每次使用决议，获得 +200点行政容量和 -1%基本造核花费 永久修正。效果最多可以叠加100层。也就是 +20000点行政容量，-100%基本造核花费。 每次使用决议还带来一个五年期的 “改革余波” 修正，带来士气和去除腐败方面的加成。 花费： 实行决议会损失一定的正统性（或者贤能值，奉献度，以国家而定），威望，金钱等，同时增加国内的叛乱度。 前五次使用的花费会略高一些。
