添加了两个决议： 1.对一个不在同文化组和宗教组的省份进行种族灭绝（本地经济被破坏，但极大加快洗地和枣核速度） 2.在所有边境省份和你的属国分别添加为期50年的-200%和-100%思潮传播惩罚（种出/发源某个思潮后使用，可防止其传播到国外） AI不会使用这两个决议。
