圣旨优化mod 对圣旨系统作了修改，使得可以同时颁布多项圣旨和取消圣旨 启用了原版写了但是没有启用的几个圣旨 颁布一项新圣旨会永久获得其效果的五分之一 ！！重大问题 因为实现方法的原因，现在即使你颁布了正确的圣旨，依旧无法达成任务需求里“颁布xx圣旨”的要求 但是，你依旧可以在颁布圣旨的那一天里完成相关任务。 因为改任务树会和汉化补充包冲突而且很麻烦，所以摆了 其他的小问题：不能在一天内颁布多个圣旨； 所有修改都只适用原版圣旨，所以不会影响其他mod添加的圣旨，但是和其他修改了原版圣旨的mod不兼容 另，因为每月1行政点这个效果不能取五分之一，所以它的永久效果是-0.02直属州治理成本
