从钢丝南美dlc的邀请外国顾问获得的灵感，是个有强度但是坐点小牢的mod，五级政府改革后才能使用军事顾问邀请。 （封面来自西里斯视频，关注猫猫谢谢喵） 关于强度：你说得对，但是我这个就是轮椅mod。觉得弱的我会尝试加强，觉得强的我不管。但是基础顾问我会尽量压在100%以下的数值。100%以上的数值我只会给魔怔顾问。（日本海军顾问因为只加旗舰所以给的比较多，因为旗舰数量是比较少的） 5月2日更新：将ai通用加强拆分出单独的人力加强，防卡死。ai通用加强一级强化。 更适合历史模拟大神的削弱版：
