自用小型mod应该可以和绝大部分mod适配，进入游戏后点击决议即可启动。 效果为让发展花费小于50的省份发展度随时间自动增长，大于50的省份发展度随时间下降（省份当前发展度越高，且发展花费越低效果越明显）。 额外功能为玩家可以通过决议随发展度的增加获得额外商人（利好不喜欢开公司的玩家）。
