自用的小修改补丁mod，用一个决议添加了国家精神，包括但不限于以下内容：阶级特权槽位+3，炮兵轰击城墙不花费军事点，基建扩张不花费行政点，厌战度降低不花费外交点，行政容量大幅提升，基础发展成本下调（超模，已被删除），稳定度只需要10行政点（不能再低了），分离年数-15等buff。 基建减少-100%有BUG，会叠到负的，可以拆了造刷行政点，所以我呼吁一下大伙最好不要用这种bug，没意思的喵
