Sweden is not overpowered!
This started as a rollback for certain changes pdx made that I disagreed with, removing combat width modifiers for terrain was a big one, and eventually became a super small rebalance mod. Any suggestions on further fine tuning or tweaking are welcome. All changes apply to player and ai nations....
