元至正二十年，公元1360年，朱元璋攻下浙东后，小明王升朱元璋为仪同三司江南等处行中书省左丞相，同时朱元璋也得浙东名士如朱升、刘基相助，朱元璋采取朱升“高筑墙、广积粮、缓称王”的建议，采取稳健的进攻措施；并且遵照刘基“先汉(陈友谅)后周(张士诚)”之策略，着手对江南各势力进行对抗。
