This will only change the graphics for the partisans of these 8 countries: China, France, Italy, Latvia, Lithuania, Netherlands, Soviet Union and Vichy France. This is only to provide a unique graphic for all existing partisans. There are no stat changes, nor does this add partisans to any country.
