跟武斗大会一样，辩论大会也可以获得证书，新增三个内政称号及策略，分别对应汉初三杰，只有武将非君主且非在野时策略才会生效。策略点消耗极高，酌情使用。 萧何：主要提高内政人事及钱粮效率。 韩信：主要提高征兵练兵效率，但花费对应增高。 张良：主要提高策略点产出。 设计逻辑大致是张良搞策略点-->萧何搞银子-->韩信负责花 称号在辩论大赛获胜后可以从奖励页面自由选取，本来想设置成随机获取，不过想想没必要。 mod仅测试一遍，如遇bug还请反馈。
