Adds unique passives to every named character that didn't have one before hand, buffs a few underwhelming passives, and attempts to reduce RNG in most passives in the base game. Also, Anton becomes a Limited keypage and gains Speed. This was orignally 3 mods... but I decided to mesh em into one....
