联盟17型战巡扩大生产计划的一个子型号，起初作为17G型战列巡洋舰研发，相较于17型激进地采用17英寸炮，该级舰装备了较为成熟的15寸舰炮，由于主炮散布不算太好，又得名“霰弹枪”该级舰作为芙宁娜级的船型优化型，应用了来自超级战列舰的部分电推技术，保持了跟芙宁娜级同样的极速，17型在高速航行时的振动问题也得到了解决。不过该级舰的防护指标与17型相差不大，基本和芙宁娜级可以看做同一系列。 该级舰的经费来自于自称“刺玫会”的公益团体所在的白淞地区（原本属于枫丹地区，革命后取得了迅速发展，规模扩大并独立成为地区)的捐款，由于刺玫会的领头人在当地名望颇高，定名时便以刺玫会人士名分别命名为娜维娅、西...
