苏联于1939年专门为驱逐舰队设计的高速轻巡洋舰，部分参照了从意大利购买的技术，但是在布局上也有独特之处。标准排水量5500吨，设计航速达到41节，基本与计划建造的20II级驱逐舰航速一致。虽然主炮数量相较于本国驱逐舰并未多出太多，但是装填时间快，并且该舰安装了大量的小口径速射炮，在近距离驱逐舰交战中可以发挥巨大优势，装备了先进的雷达系统使其能承担驱逐舰队旗舰的任务。但由于种种原因该计划设计缓慢，随着战争的到来而不了了之。
