随着海军发展，苏维埃海军部决定设计一级新式重巡洋舰，同时为了避免“旗舰被毁后指挥舰一同被毁”，决定此舰船作为指挥型重巡洋舰。 设计指标上：该舰使用无懈可击的防空火力，避免被敌方航母攻击。当面对战列舰和战列巡洋舰时，高航速足以让它迅速脱离危险。更强大的主炮也可以对敌人的重巡洋舰进行彻底的碾压。 新式重巡洋舰采用4座三联装220mm主炮和140mm装甲，拥有35节的最大航速和不俗的防空能力。最终该型战舰于1945年5月正式服役，最高苏维埃将其命名为立陶宛级
