在大战前，阿勒曼尼亚联邦的“提尔皮茨计划”为该国打造了一支强大的巡洋舰队，而计划中的新型巡洋舰类别，“埃尔宾”级小巡洋舰，则成为了这一计划除了“拿骚”级无畏舰外，最为人知的战舰级别。 该型巡洋舰主要功能于炮击敌方战舰，为己方舰队提供远程火力支援，压制或驱逐敌人的鱼雷艇和驱逐舰，因此配备了多门140mm口径的主炮和88mm速射炮，该级巡洋舰主要活动在北海战场以及各大阿勒曼尼亚海外领间，为商船队护航或是掩护主力部队，但在更多时候被用于破交作战，因高效的破交作战而被称作“钢铁埃吉尔”。
