该舰为中华苏维埃共和国在地光级轻型巡洋舰的舰体基础上设计建造的一级海洋科考船，该舰作为中华苏维埃共和国的第一艘海洋科考船和中华苏维埃共和国科学院海洋研究的第一艘“起家船",实现了从无到有的突破。该舰设有物理、化学、生物、地质、海洋等七个实验室和一个气象观测室，并携带数个大型气象气球，可分别进行有关海洋的各项研究。船上配备有自记水温计、无线电侧向仪、水上飞机、重型起重机等各式设备，能够自动搜集、研究海洋的若干数据，并携带一座双联装57mm机关炮用于自卫，是一艘完备的海洋科学考察船。
