中华苏维埃共和国海军在苏联科学家的帮助下设计建造的一级巡洋潜艇，部分设计理念参考了苏联海军k级潜艇，即作为火炮、布雷、鱼雷攻击的平台，但该艇也拥有同k级相同的缺陷——稳定性较差，不过该艇的部分结构参考德国U型潜艇的设计，一定程度上改良了这个缺陷。该级潜艇拥有8+2具鱼雷发射管，两门140mm舰炮，两门20mm高射炮。该艇机动性较好，拥有较快的（23节）的水上航速。作为中华苏维埃共和国海军自行生产的第一种潜艇，尽管略有不足，但该级潜艇以一己之力撑起了中华苏维埃共和国海军水下力量的大梁，成为中华苏维埃共和国海军早期水下力量的重要支柱。
