上世纪七十年代，苏联海军开始大规模扩充军备，随着土耳其加入华约，地中海门户对苏联打开，遭受上次世界大战重创的意大利王国海军感受到巨大危机，开启专业针对苏联舰艇所设计的“罗马”计划，由意，英，美，法联合参与设计。计划决定建造4艘战列舰，即“罗马”、“凯撒”、“众神之灵”和“征服者”，但由于经费原因被消减至3艘，只有“罗马”、“凯撒”及“众神之灵”下水，“征服者”取消建造。“凯撒”号于1982年的达达尼亚海峡战斗中被苏联H级核潜艇发射的“花岗岩”对舰导弹击中沉没。1990年“罗马”号和“凯撒”号接受现代化改造，加装了由美国海军部最新研发的密集阵近防系统。苏联解体后因为经费日渐紧张，意大利海军...
