1940年，德意志公国的海军部认为急需一款新的重巡洋舰来应对日益增长的英格兰联邦的9.2in火炮的重巡洋舰与灯塔合众国2WT级重巡洋舰的威胁，他们规定这型重巡洋舰必须拥有至少能在12公里的距离上抵御美国203mm火炮 AP弹的能力，并必须要拥有足够的火力来摧毁敌舰。于是这艘重巡洋舰的的排水量增长到了2.5WT，为了尽可能的增加主装甲带的厚度以及减少核心舱长度来减重，设计人员放弃了穹甲的设计并将主装甲带增加到了200mm，并安装了4座三联装自动装填210mm火炮，这些火炮能以6s一轮的射速投射131KG重的炮弹摧毁对方。新式的副炮组也增加了射速，从KM61的2.3S一轮减少到了1.1S一轮...
