69型战列巡洋舰是苏联第三个五年计划中海军建设方面的重要组成部分。整个苏联战前大舰队计划包含有15艘69型，其中1938年至1942年需要完成前四艘的建造工作，但实际仅开工两艘：喀琅施塔得(Кронштадт)、塞瓦斯托波尔(Севастополь)，且均未完成。 德国与苏联在1940年2月11日签订了一项贸易协定，其中包括德国向苏联移交六座装备了西门子火控系统的380毫米火炮的双联装炮塔。 赛瓦斯托波尔号便是换装380毫米火炮的版本。与此同时对副武器进行升级，换装了更先进的100毫米高平两用炮和76毫米防空炮进一步提升了防空能力。 舰体数据：
