此舰设计是基于美国海军俄勒冈城级重巡洋舰和法戈级轻巡洋舰布局设想的下一级3x4布局 203mm火炮重巡洋舰，假设如果没有装填更快的火炮被制造出来，美国海军可能会为了更高的弹药投射量选择在下一型重巡洋舰设计上增加一座连装炮塔，以获得更高的弹药投射，将这个想法延续下去进行的设计最终诞生出了Tulsa级。Tulsa级的主武器布局设计类似美国海军在后条约时代对巴尔的摩级重巡洋舰延申设计的CA-B方案，也就是World of Warships中美系IX级巡洋舰 Buffalo/美系VIII级加值巡洋舰 Anchorage的设计，但是相比于二战前的设计，新生的Tulsa则有更加现代化的舰桥和防空火力...
