一级风帆战列舰是风帆时代体量与火力顶尖的木质主力战舰，整船搭载三层完整火炮甲板，标配百门以上滑膛火炮，排水量可达两千五百至三千五百吨，需要八百五十名以上船员操控，舰体空间充裕，专门作为舰队高级将领的指挥旗舰使用。它舷侧火力压制能力极强，战列线决战时坐镇舰队核心位置，厚重木质船体也能承受敌方大量炮火轰击，但建造、维护成本十分高昂，船体庞大笨重，转向灵活性较差，恶劣海况下下层炮门无法正常开火，各国平日不会大量部署，仅在大规模海战中出动，英国胜利号是该类舰船最知名的代表，至今仍完整保存
