Adds an EO dazzler to ANS, the E60 'Cataract'. This dazzler is essentially a copy of the Protectorate's 'Blackjack' dazzler, albeit with a new model more suited to the ANS aesthetic. Created for the United Against Ourselves AvA tournament!
