三国鼎立，曹魏已经将少数游牧民族渐渐统一，称霸北方，并且开始对南方虎视眈眈，但是北人不擅水战，加之长江天险，使得曹魏不得不谨慎的采取军事行动。 在西南，与曹魏不同，未经北方统一战争的蜀汉早已休养生息多年，并且渐渐站稳了脚跟，但是这并不意味着蜀汉目前有与其一战定生死的能力，但是分庭抗礼也是足够了。 在东南，东吴占据的江南自古便是鱼米之乡，东吴的统治者貌似还并不想急于扩军备战，这有损江南的斯文元气。东吴之前历经数次大战和数次宫廷权力斗争，东吴领袖拥有一只小规模的精锐部队——被朝中大臣称为领袖的禁卫军，这将有利于东吴保障国家的安全。
