Increased prison temperature mod

This mod is in extreme Alpha testing, it is an attempt at making a mod that causes high level of riots. I was not able to find a way to cause an instant riot, but I was able to make it so the prison temperature rose very quickly. As this is a test mod, please give me all the feedback you can.
