Waist Lamp: Faster Movement speed, Fall damage reduction

Adds 100% fall damage reduction and 150% movement speed increase to waistlamps (for a total of 250% movement speed). Also, the durability will not decrease while being used. I am hoping to make more english support mods in the future. Thank you for any support! :)
