For years, the Starbound wiki has stated that the Glitch Crown drops from Glitch Lords, with edits varyingly changing it between evil and friendly lords. Maybe at one point in the past this was true, but at least as of 1.4.3 neither castle lord calls the treasure pool necessary to drop the crown....
