以法令的形式增加领袖特质选项，默认修改了基本与老手特质上限（自用） 如果有屏幕外的选项建议搭配UI Overhaul Dynamic使用 或者打开创意工坊路径workshop\content\281990\3008334128\common\edicts\tezhi_edicts.txt 把里面的数字6改小 只是添加了条法令 高版本也通用
