增加一个全新的国策“文明领袖”/“唯一意志”/“终端核心”用于开启领袖模式，在领袖模式下在游戏中代入的是统治者。（由于特殊性该国策只能开局添加且不可移除，具有国民理念+1，领袖上限+3的基础效果。） 自定义领袖 1.选择特殊国策：“领袖自定义” 2.效果：可以自定义自己喜欢的领袖。 3.备注：选择了该国策的国家统治者将会成为拥有“领袖模式”国策国家的开局领袖，所以如果想要该自定义的领袖出现在游戏中，请保证该国家强制生成，这里还要注意的是要避免锁生成bug使强制出现的国家不出现。 4.增加了一些新的领袖贴图（在外貌那使用）注意的是，ai无法使用，而且预设帝国也无法使用，如果无法配合自定义领...
