为AI附庸添加低保资源加成，防止产出过低的小附庸在被宗主吸血后资源亏空，导致出现一大堆debuff的情况 （注意只有AI并且是附庸国家才能吃到加成，狗开的玩家和其他电脑国家无法吃到加成） 初始固定加成： 人口增长速度/组装速度 + 25% 每月影响力 + 1 随时间增长加成： 一产基础产出(电矿食) + 50 二产基础产出(合金消费品) + 10 三种科研点 + 20 随时间增长的加成每10年增长一次，从2200到2310年，共计增加12倍(+600 +120 +240) mod添加的数值不吃难度加成！不吃岗位资源产出加成！
